All protocols duly and respectfully observed.
Today, I stand before you with a heart full of gratitude, humility and deep reflection.
This moment is not just about academic success—it is about service, sacrifice, and the responsibility that comes with knowledge. This doctoral degree is the product of sleepless nights, difficult choices, professional pressure, family sacrifice, and an unwavering belief that Liberia deserves strong institutions, ethical leadership, and educated security professionals.
Giving Glory to God
First, I give thanks to God Almighty, the Sustainer of life and purpose. When the road was long and resources were short, His grace was sufficient. When my strength failed, His strength carried me. This moment exists because God ordained it.
My Wife, Children, and Family: The Silent Strength
I must speak from my heart to my beloved wife, Mrs. Priscilla U-sayee.
My love, you walked this journey with me step by step. You endured the emotional weight of this doctoral pursuit while holding our home together. You prayed when I doubted, encouraged me when I was exhausted, and believed in me when the future seemed uncertain. This doctorate is not mine alone—it is ours.
To my children and the entire U-sayee family, thank you for your patience, your sacrifices, and your belief. May this achievement remind you that perseverance changes family history.
The Liberian Security Sector: My Calling and Commitment
Today, I speak especially to the Liberian Security Sector, because this is not just my profession—it is my calling.
I proudly acknowledge:
The Executive Protection Service (EPS)
The Armed Forces of Liberia (AFL)
The Liberia National Police (LNP)
The Liberia Immigration Service (LIS)
The Liberia Drug Enforcement Agency (LDEA)
The Liberia Fire Service (LFS),and in a special way, my colleagues at the Training and Firearm Division of the Executive Protection Service and the Liberia National Police Training Academy.
We wear uniforms, but beneath those uniforms are human beings who serve under pressure, risk their lives daily, and often do so with limited resources. Our security institutions are the backbone of national stability, and without them, peace would be fragile and democracy impossible.
Let me speak truthfully today.
Security is not only about force; it is about trust.
Not only about authority; it is about legitimacy.
Not only about command; it is about service.
As officers, trainers, and leaders, we must recommit ourselves to professionalism, ethics, human rights, and continuous education.
A secure Liberia must be built on knowledge, discipline, and moral leadership.
Why This Doctoral Degree Matters to National Security?
This Doctor of Ministry degree represents my conviction that faith, leadership, and security must work together.
A gun without conscience is dangerous.
Authority without accountability destroys institutions.
Security without morality threatens democracy.
Education strengthens command.
Ethics strengthens authority.
Faith strengthens character.
This is why this doctorate matters—not just to me, but to the future of Liberia’s security architecture.
Appreciation to the Government of Liberia and International Diplomacy
Today, I wish to formally thank the Government of the Republic of Liberia, under the leadership of President Joseph Nyuma Boakai Sr, for its renewed commitment to diplomacy, international cooperation, and global engagement.
Liberia’s election to a non-permanent seat on the United Nations Security Council is not just a diplomatic victory—it is a historic affirmation that Liberia has risen from conflict to credibility.
This achievement reflects:
The resilience of the Liberian people,
the professionalism of our security institutions,
the effectiveness of Liberia’s foreign policy and diplomatic corps, and it sends a powerful message to the world that Liberia is no longer defined by war, but by wisdom, peace, and responsibility.
Security Sector and Global Responsibility
As Liberia takes its place on the global stage, our security institutions must rise to international standards.Peacekeeping, counter-terrorism, border security, and human security are no longer local issues—they are global responsibilities.
This moment challenges us to strengthen civil-military relations,
professionalize internal security operations, align national security with democratic values and protect peace without violating rights.
The Academia, Media, and Civil Society
I extend appreciation to AME University, AME Zion University, MOSSAD AVENUE, Oracle News Daily, and the entire Liberian press. Nation-building requires collaboration between security institutions, academia, and a responsible media.
Security without transparency breeds fear and the media without responsibility breeds chaos, but together, they sustain democracy.
The Role of the Church and Moral Leadership
As a minister of the Gospel, I must say this with clarity:The Church must rise beyond ceremonies. We must speak to corruption. We must confront injustice.
We must mentor leaders.
We must heal institutions.
Church growth is not only about numbers—it is about nation-building.
Message to Young Officers and Youth
To young officers and students listening today,do not abandon education.
Do not compromise integrity.Do not lose hope.Your uniform must be matched with discipline.Your authority must be matched with knowledge and your ambition must be matched with service.
Conclusion: A National Commitment
Today, I do not celebrate a title—I accept an assignment. An assignment to train, to reform, to mentor, and to serve.
An assignment to strengthen Liberia’s security institutions. An assignment to speak truth with courage and humility.
An assignment to serve Liberia, and not myself.
May this Doctoral Degree never separate me from the people, but bind me more deeply to their safety, dignity, and future.
To God be the glory.
To my family, my deepest gratitude.
To the Liberian Security Sector, my lifelong service.
To the Republic of Liberia, my unwavering loyalty.
Thank you, and may God bless the Republic of Liberia.
