Monrovia: — The Speaker of the House of Representatives, Richard Nagbe Koon, has underscored the critical importance of diplomacy, professionalism, and international cooperation in modern governance during the commencement convocation of the Gabriel L. Dennis Foreign Service Institute.
Serving as Keynote Speaker at the graduation ceremony honoring the Institute’s Executive Class of 2025 and Noble Class of 2026, Speaker Koon described the occasion as a remarkable milestone that symbolizes a renewed appreciation for the vital role diplomacy plays in global governance, leadership, and national development.
Addressing members of the graduating classes, lawmakers, public officials, and invited guests, the Speaker expressed gratitude on behalf of his office and the House of Representatives to the administration and instructors of the Foreign Service Institute for what he termed a successful partnership aimed at strengthening diplomatic capacity within national institutions.
Speaker Koon commended members of the Legislature who participated in the intensive six-week diplomatic orientation and refresher training program, noting that the Legislature remains one of the most visible and consequential arms of government.
“As lawmakers and public officials, our responsibilities go beyond legislating laws and conducting oversight,” the Speaker stated. “We are often called upon to engage international partners, represent national interests, participate in regional and global parliamentary engagements, and contribute meaningfully to conversations affecting peace, security, trade, economic development, and international cooperation.”
The House Speaker emphasized that in today’s interconnected world, diplomacy has become indispensable to effective leadership and governance.
“Diplomacy is not just about protocol, formal meetings, or foreign travel,” he noted. “At its core, diplomacy is the art of communication, negotiation, relationship-building, and peaceful engagement. It is the bridge that connects nations, institutions, and people.”
He further stressed that diplomatic knowledge equips leaders and public servants with the patience, emotional intelligence, and professionalism needed to navigate complex relationships both domestically and internationally.
Congratulating the graduates, Speaker Koon described the certificates awarded as symbols of preparedness for higher levels of public responsibility and service to the nation.
He also highlighted the growing importance of parliamentary diplomacy in contemporary governance, noting that legislatures around the world are increasingly engaged in strengthening democratic institutions, fostering international partnerships, and contributing to peace-building efforts.

“Liberia cannot afford to be absent from those conversations,” he declared.
The Speaker described the training initiative as an important investment in institutional capacity-building and reaffirmed the Legislature’s commitment to strengthening cooperation with the Foreign Service Institute through future collaborations, including advanced diplomatic courses, policy dialogue programs, leadership seminars, exchange initiatives, and specialized training in international relations and negotiation.
In a significant commitment, Speaker Koon pledged continued legislative support for Liberia’s foreign relations efforts through direct budgetary support to the Ministry of Foreign Affairs and, by extension, the Foreign Service Institute.
He urged the graduates to use the knowledge acquired to promote unity, civility, professionalism, and constructive engagement while always placing Liberia’s interests first.
On behalf of the House of Representatives, Speaker Koon congratulated the graduates and thanked the Foreign Service Institute for what he described as an excellent initiative and partnership dedicated to strengthening Liberia’s governance and diplomatic engagement.
