GBARNGA, BONG COUNTY – In a significant show of consensus during the Inter-Party Consultative Committee (IPCC) Secretariat elections, Leayee E. Togba, Jr., the National Chairman of the Liberia First Movement (LFM), has been elected as the National Secretary General.
Togba secured the critical administrative post uncontested, winning on a “white ballot” during the polls held on Tuesday, December 16, 2025, at the Gbarnga Administrative Building.
A Mandate for Stability
As the National Secretary General, Togba will occupy one of the most vital seats in the newly formed Secretariat. His role is central to the IPCC’s mission of fostering collaboration between Liberia’s various political parties and the National Elections Commission (NEC).
Following the announcement by Election Committee Chairman Thomas O. Walker, Jr., it was confirmed that Togba and his fellow executives will serve a two-year term. Their primary mandate will involve:
- Managing Secretariat Records: Overseeing the official documentation of inter-party agreements.
- Dispute Mitigation: Acting as a primary hub for resolving internal and external election-related conflicts.
- Constitutional Implementation: Guided by the new constitution adopted by delegates just 24 hours prior to the vote.
Unity Over Competition
Togba’s uncontested victory reflects the spirit of unity called for by NEC Chairperson Madam Davidetta Brown Lansanah earlier in the week. By choosing the LFM Chairman for this role without opposition, delegates signaled a preference for experienced political leadership to steer the Secretariat’s administrative engine.
Togba joins four other officials who also won on white ballots, creating a leadership team that combines both contested winners and consensus-driven appointments.
Immediate Priorities
The LFM Chairman’s transition into this inter-party role comes at a crucial time as the IPCC seeks to stabilize political dialogue in Liberia. With the elections now concluded, Togba is expected to immediately begin setting up the administrative framework of the Secretariat to begin its work in conflict mediation and party coordination.
