Monrovia — The Liberia Land Authority ( LLA) has launched its five years strategic plan 2025 – 2029 with a commitment that development document aligns with the Government ARREST Agenda for Inclusive Development.
LLA Chairman, Samuel F. Kpakio said the strategic plan 2025 2029 is the second revised strategy instrument of the entity built on achievements, experiences and lessons gained from its previous strategic plans, and is aligned with the AAID.
He made the assertion on Friday, December 5, 2025 at official program marking the launch of the entity’s strategic plan for 2025 – 2029.
“We were able to create a revised five-year strategic plan to guide our core functions, focusing on four strategic directions for the aforementioned period aligned with the ARREST Agenda for Inclusive Development (AAID), outlining the institution’s goals for 2025 to 2029,” Hon. Kpakio stated.
Hon. Kpakio said LLA strategic plan 20 25 – 2029 will strengthen land governance and legal framework, advance land use, deliver reliable land services and build staff capacity, and foster institutional development.
According to him, the strategic plan will broaden, deepen, and strengthen policy, legal, and regulatory frameworks and
focus on reviewing surveying and mapping in Land Administration Policy.
He noted that the new plan will create new surveying and mapping law, draft regulations for Public and Government Lands acquisition and developing land valuation Bill and Interim guideline for property valuation, amend title and deed registration laws, amongst others.
The LLA Chairman indicated that strategic plan will strengthen the delivery of land services, staff capacity, and organizational development of the LLA with focus on streamlining business processes in the land sector by implementing electronic revenue transfer nationwide and finalizing fees for land-related services.
He further noted that the document will finalize the transfer of zoning and property valuation, staff and assets, and review the LLA organogram while securing suitable land and funding for a dedicated LLA Headquarter.
“The document will strengthen the delivery of land services, records management, and undertake organizational development of the Liberia Land Authority to build its organizational capacity and capability as well as those of industry actors,” he stated.
Furthermore, he said the LLA will collaborate with the Liberia Revenue Authority (LRA) to develop a land valuation program for taxation, and implement joint valuation projects while establishing procedures for integrating land information into a digital repository, and conduct training for the Customary Land Development and Management Committee (CLDMC).
Chairman Kpakio used the occasion to call on government particularly the Ministry of Finance and Development Planning ( MFDP) and the Legislature to see the need for increase budgetary support.
At the same time, he thanked the Government and partners for their support to the LLA. Chairman Kpakio extended special appreciation to the Government of Sweden for its support to the LLA through the Sustainable Land Services Project ( SLSL) in Liberia.
In remarks, Mr. Christopher Byren, Project Manager of Sustainable Land Services Project said the project in line with LLA five years strategic plan will focus on land administration and capacity building.
Mr. Byren said the SLSL project in Liberia through the World Bank has supported decentralization of the LLA in five counties, and installation of internet services.
He indicated that the project will continue to support the LLA, and will institute the digital land information system that will serve as a source revenue for the LLA ensuring it becomes a sustainable financial institution.
The launch was attended by partners, staff of LLA, the media amongst others.
The LLA, established in 2016 has led land reform, succeeding the former Land Commission with enhanced functions in land governance, administration, and management.
