Monrovia —The Ministry of Post and Telecommunication with support from the World Bank today officially launched the “Digital Liberia Week 2025” at Monrovia City Hall, with the World Bank emphasizing that a strong digital foundation—built on reliable networks, resilient systems, and trust—is paramount to achieving inclusive economic growth.
Speaking at the opening ceremony, World Bank Country Manager Georgia Wallen praised Liberia’s commitment to harnessing digital technology as a driver of “inclusion, efficiency, and accountability.” The event, she noted, aims to strengthen the shared purpose to shape a digital future that connects technology with opportunity for every Liberian.
Digital Tools as Enablers of Growth
Ms. Wallen highlighted that Liberia is on a “journey of transformation” where digital technologies are increasingly recognized as more than just tools.
“Digital technologies are not just tools — they are enablers of better governance, private investment, and job creation,” she asserted.
The World Bank Country Manager stressed that the week’s goal is to facilitate collaboration and dialogue to ensure that this digital transformation “serves Liberia’s national development goals and reaches every corner of the country.”
Fundamentals, Trust, and the Focus on People
Wallen focused her remarks on three critical areas: the digitization journey, the importance of fundamentals, and the focus on people.
Fundamentals Matter: She emphasized that success hinges on getting the basics right, including reliable networks, resilient systems, and effective institutions that foster competition and accountability. Beyond connectivity, she stressed that trust is essential, making Liberia’s efforts to strengthen cybersecurity, data protection, and digital accountability vital.
Improving Lives and Livelihoods: The Country Manager underscored that digital transformation is a means to improve lives, not an end in itself. She highlighted the new pathways digital tools are creating for farmers, entrepreneurs, and small businesses, specifically for youth and women, noting that “Jobs are the pathway to prosperity.”
Laying the Groundwork: Ms. Wallen commended the multi-ministerial effort underway to build a generation of digitally skilled citizens, citing partnerships led by the Ministries of Education, Youth and Sports, Agriculture, and Post and Telecommunications.
World Bank Support Framework
The World Bank Group affirmed its commitment to Liberia’s digital vision, announcing that its new Country Partnership Framework will be launched next month.

The Governance Reform and Accountability Transformation (GREAT) Project: Modernizing governance, strengthening cybersecurity, and expanding digital service delivery.
The Liberia Investment, Finance and Trade (LIFT) Project: Deepening financial inclusion, supporting entrepreneurship, and enabling small businesses to access finance.
The Forthcoming West Africa Regional Digital Integration (WARDIP) Program: Aimed at strengthening the overall digital ecosystem and expanding opportunities across sectors.
