Monrovia – The Board of Directors of the Millennium Challenge Corporation (MCC) met yesterday, August 21, 2025, to discuss the results of the Foreign Assistance Review, which was conducted by the US State Department. At the meeting, the MCC Board decided that a decision on Liberia’s continued eligibility for a second Compact will be made in December 2025 at the MCC regular Board meeting.
In a letter dated Friday, August 22, 2025 addressed to Liberia’s Minister of Finance & Development Planning Augustine Kpehe Ngafuan, MCC Acting Vice President for the Department of Compact Operations, Mr Jason Small, informed the Minister that the “MCC’s continuing engagement on development of a Compact with Liberia will focus on areas that can inform the Board’s December deliberations. As a next step, MCC will work with you to identify sectors that a Compact could focus on to support economic growth in Liberia while offering opportunities for US business engagements and other mutual benefits.”
Acting VP Small then informed Minister Ngafuan that the “MCC intends to send a team to Liberia to advance these discussions at a time that is mutually convenient. Our team will be in touch with further details.”
In his letter, Mr. Small also thanked Minister Ngafuan for taking the time to visit MCC Headquarters in Washington DC in July 2025 and for the strong partnership that currently exists between the MCC and the Liberian government. He stressed that MCC is proud of the work that the MCC and the Liberian people accomplished together through the first MCC compact with Liberia.
In response, Minister Ngafuan thanked Mr. Small for the update and extended President Boakai and the Liberian government’s deep appreciation to the MCC Management and the US government for the strong support to Liberia’s development. Minister Ngafuan heartily welcomed the MCC’s decision to field a team to Liberia to work with the Liberian government to identify sectors that could possibly benefit from MCC support through a possible second Compact.
Minister Ngafuan further informed Mr. Small that the Liberian government avidly anticipates the visit of the MCC team in the shortest possible time.
