MONROVIA — Liberia’s domestic revenue performance has demonstrated sustained growth, reaching US761.1 million by June 2026 and keeping the nation firmly on course to achieve its approved US1.3 billion target for the fiscal year.
Speaking at the National Steering Committee (NSC) meeting held at the Monrovia City Hall on Tuesday, August 11, Minister of Finance and Development Planning Augustine Kpehe Ngafuan reported that domestic collections grew from US699 million in 2024 to US848 million in 2025 before hitting $761.1 million midway through 2026.
Minister Ngafuan stressed that while these figures provide a vital foundation for implementing the ARREST Agenda for Inclusive Development (AAID), fiscal gains alone are not the ultimate measure of national progress.
“Macroeconomic stability is only one part of the development equation,” the Minister noted.

“The ultimate measure of our progress is the extent to which these gains translate into improved services, greater economic opportunities in terms of job creation, and better living conditions for our citizens.”
Reflecting on the first year of AAID implementation, the Minister highlighted key structural milestones, including improved inter-agency coordination mechanisms, strengthened public investment, enhanced budget execution, and better alignment of sector priorities with national goals.
However, the Minister cautioned that progress remains uneven across government ministries, agencies, and pillars. While several public institutions have met target benchmarks, others continue to grapple with project execution delays, reporting weaknesses, and operational capacity constraints.
To address these implementation bottlenecks, Minister Ngafuan called for actionable solutions rather than simple reviews of past achievements. He reaffirmed the Ministry of Finance and Development Planning’s commitment to collaborating with all implementing institutions to refine planning, financing, monitoring, and reporting workflows.
“Our objective is straightforward: to ensure that Government programs remain aligned with national priorities and that available resources are effectively translated into measurable development outcomes for our citizens,” Minister Ngafuan stated.
