MONROVIA, LIBERIA – May 12, 2026 – The Government of Liberia, through the Civil Service Agency (CSA), has entered into a landmark Memorandum of Understanding (MOU) with International Bank (Liberia) Limited (IBLL) and the National Insurance Company of Liberia (NICOL) to roll out a vehicle insurance credit scheme aimed at improving access to insurance coverage for civil servants nationwide.
The initiative represents a major breakthrough in the Government’s ongoing efforts to strengthen employee welfare and provide practical financial support programs for public sector workers.
Under the arrangement, eligible government employees will be able to obtain vehicle insurance coverage through a structured credit facility with repayment spread over six months through salary deductions. The program is designed to remove the burden of large upfront insurance payments while ensuring civil servants maintain valid and reliable insurance coverage for their vehicles.
Officials described the agreement as a forward-looking partnership that promotes financial inclusion, employee empowerment, and social protection within Liberia’s public sector.
The scheme is expected to provide significant relief for government workers facing increasing economic pressures, while also encouraging compliance with national vehicle insurance requirements and promoting responsible vehicle ownership across the country.
As part of the agreement, International Bank (Liberia) Limited will provide the financing mechanism for the credit facility, while the National Insurance Company of Liberia will deliver insurance services to qualified participants. The Civil Service Agency will supervise the implementation and coordination of the program to guarantee transparency, accountability, and efficient administration.
To benefit from the initiative, government employees must first enroll in the CSA Legal Power of Attorney (LPA) system through the Human Resource Office of their respective institutions. Following approval and verification, employees may proceed to NICOL with the required vehicle documents to secure insurance coverage under the scheme.
Beyond providing vehicle insurance access, the partnership establishes a broader framework for future collaboration between the Government and private sector institutions in developing sustainable welfare and financial support initiatives for civil servants.
The agreement is also expected to boost Liberia’s insurance industry by expanding insurance penetration and increasing public awareness about the importance of financial security and risk protection.
At a time when many Liberians continue to face economic challenges, the initiative signals a deliberate commitment by the Government of Liberia and its partners to introduce responsive, people-centered policies that directly improve the wellbeing of public employees and their families.
