Montserrado County: — The Speaker of the Honorable House of Representatives and Representative of Montserrado County Electoral District #11, Richard Nagbe Koon, on Saturday presented his Annual Legislative District Report covering the 2024 and 2025 legislative years to thousands of constituents and residents of District #11.
The well-attended event was held at the EJ Goodrich Hall in Barnesville, where citizens from across the district gathered in large numbers to witness the presentation of the report and celebrate what many described as visible and impactful developments across the district.

Delivering his address, Speaker Koon expressed profound appreciation to the people of District #11 for their continued trust, confidence, and overwhelming support throughout his years of service.
“Fellow Citizens of District 11, Montserrado County, I bring you warm greetings and extend my heartfelt appreciation to each of you for the trust, confidence, and support you continue to place in me. This District Report for the years under review (2024/2025) is presented to you as an open account of how your mandate was carried forward, both within District 11 and at the national level, during these truly defining years of service,” Speaker Koon stated.

Reflecting on his elevation to the Speakership of the 55th Legislature during the period under review, Speaker Koon described 2025 as a historic year both for District #11 and for his personal journey in public service.
According to him, the transition from serving solely as District Representative to additionally assuming the national responsibility of Speaker of the Honorable House of Representatives strengthened rather than weakened his commitment to the people of District #11.
“Despite the demands of presiding over the national Legislature, I never lost sight of my roots or my primary obligation to the people of District 11. I carried your hopes, concerns, and aspirations with me into the chambers of the House, ensuring that your voices were heard even louder at the highest level of legislative leadership,” he stressed.

Speaker Koon noted that throughout the period under review, his service remained guided by the three cardinal pillars of legislative responsibility: lawmaking, representation, and oversight.
On lawmaking, he highlighted his active participation in crafting and reviewing laws intended to improve governance, strengthen democracy, and advance national development. He also underscored efforts aimed at promoting order, fairness, and institutional integrity within the Legislature.
On representation, Speaker Koon disclosed that he remained actively engaged with communities throughout District #11 by interacting with elders, youths, women groups, religious institutions, and vulnerable communities while also supporting various community-driven initiatives and social welfare interventions.
He further revealed that beyond his legislative duties, he made several personal interventions in areas including education, healthcare, and community welfare both within the district and nationally.

Addressing oversight responsibilities, the Speaker stressed the importance of legislative accountability and ensuring that public institutions remain responsive to the needs and expectations of the Liberian people.
“This report belongs to you. It tells the story of what we have done together during these enduring but rewarding years; our progress, our struggles, and our shared determination to move District 11 forward,” he stated.
In concluding remarks contained in the report, Speaker Koon expressed gratitude to the citizens of District #11 for what he described as overwhelming support and constructive engagement throughout the First Session of the 55th Legislature.
He particularly acknowledged the contributions and encouragement from elders, youths, women, the religious community, persons living with disabilities, at-risk youths, and members of the media.

“The trust you placed in us through your decisive mandate of over 13,000 votes continues to inspire our efforts. We reaffirm our solemn promise to advocate for the welfare of every citizen and to pursue meaningful socio-economic and infrastructural development across District #11,” the Speaker concluded.
Speaker Koon reaffirmed his commitment to continue serving the people of District #11 and Liberia with humility, integrity, accountability, and unwavering dedication.
