Monrovia Liberia — Ministry of Local Government has officially received a comprehensive Personnel and Credential Verification Report, along with a Human Resources Digital System, from the Civil Service Agency (CSA) following a nationwide verification exercise conducted across Liberia’s 15 counties.
Presenting the report on Friday, May 8, 2026, CSA Director-General Josiah F. Joekai Jr. disclosed that the exercise targeted 4,724 employees of the Ministry of Local Government. Of that number, 3,325 employees, representing 70 percent, were successfully verified, while 1,381 employees, accounting for 30 percent, were not verified during the process.
According to Director-General Joekai, civil servants make up 1,770 employees, representing 37.5 percent of the Ministry’s workforce, while 1,555 employees, or 32.9 percent, are political appointees currently on government payroll.
The report highlighted key findings related to payroll integrity, employee attendance, staff qualifications, gender representation, workforce deployment, and retirement readiness. It also outlined several recommendations, including payroll cleanup, disciplinary actions for attendance irregularities, retirement processing, workforce restructuring, and targeted capacity-building initiatives.
Dr. Joekai noted that the exercise represents a major step toward strengthening accountability, transparency, and effective human resource management across government institutions.
Receiving the report, Minister of Local Government F. Sakila Nyumalin Sr. praised the CSA for conducting what he described as a timely and critical exercise aimed at improving personnel management and institutional accountability within the Ministry.
Minister Nyumalin emphasized that the findings and recommendations contained in the report will help shape future policy direction and support evidence-based decision-making, particularly in areas such as personnel management, workforce restructuring, staff development, and administrative reform.
He further reaffirmed the Ministry’s commitment to working closely with the CSA and development partners to implement the report’s recommendations in order to improve efficiency, transparency, professionalism, and service delivery across the Ministry and its structures nationwide.
The verification exercise was carried out with technical and institutional support from UNDP Liberia as part of broader efforts to strengthen public sector governance, transparency, accountability, and effective human resource management within government institutions across Liberia.
The presentation ceremony brought together representatives from various government ministries and agencies, development partners, and key stakeholders in the public sector reform process, all of whom hailed the initiative as a significant step toward enhancing payroll integrity, workforce accountability, and efficient public service delivery.
