Executive Mansion, Capitol Hill — President Joseph Nyuma Boakai, Sr. has signed Executive Order No. 162, officially extending the deadline for the mandatory registration of firearms held by civilians across Liberia.
The move comes as the Government intensifies efforts to curb the proliferation of illicit weapons, which the President described as a significant threat to national security, public safety, and the nation’s economic stability.
In the signed Order, President Boakai noted that the unregulated circulation of small arms has contributed to a rise in armed robberies and communal violence. He emphasized that these illegal weapons not only impede national development but are frequently used in crimes against the most vulnerable, including women and children.
The extension of the Order following it’s expiration, reaffirms Liberia’s commitment to regional and global security protocols, such as the United Nations Arms Trade Treaty and the ECOWAS Convention on Small Arms and Light Weapons.
Under these frameworks, the Government is obligated to take “decisive legislative and administrative measures” to combat the illegal trafficking and manufacture of firearms.
While the Order reinforces strict controls, it acknowledges the Firearms and Ammunition Control Act of 2015. This act allows for limited, legal firearm possession under specific conditions including hunting and recreation, traditional practices and specific Security Needs (Subject to official approval) among others.
The Ministry of Justice and the Liberia National Commission on Arms have been tasked with leading the implementation. Local government authorities at the county and district levels are also mandated to support enforcement.
The President warned that the illegal possession or distribution of firearms will be prosecuted under the Liberian Penal Code.
“This measure is intended to safeguard the peace and security of Liberia,” a statement from the Executive Mansion quoted the President as saying, urging all citizens in possession of firearms to comply with the registration requirements immediately.
The Executive Order takes effect immediately.
