Monrovia, Liberia – Between August 4 and August 27, 2025, the Liberia National Police (LNP), following investigative reports and formal recommendations from its Professional Standards Department (PSD), took disciplinary actions ranging from dismissals and suspensions to reinstatements among others. These measures targeted officers found in violation of duty, ethics, and internal regulations, underscoring the LNP’s commitment to accountability, transparency, and the rule of law.
Patrolmen Edwin T. Caesar (ID#: 6455) and Stephen B. Wanawon (ID#: 7010), both of the Police Support Unit (PSU), were dismissed following an investigative report into unethical conduct during the enforcement of a court eviction order at the CDC Party Headquarters on August 23, 2025.
Chief Inspector Meme Tomah Dahn (ID#: 5582) was suspended for two months with salary deduction for orchestrating an altercation and failing to adhere to a supervisory hearing involving Mr. Prince Gibson and Superintendent Matthew K. Davis.
Cpl. Dorona P. Tokpah (LNP-5957) and Patrolman Ralph Gaye (LNP-6040), assigned to Zone-5, Depot-5, were reinstated after serving suspension and complying with PSD recommendations. They are to arrest private security officer Junior Kollie in connection with USD $1,500 allegedly seized from complainant Rejoice Morris.
Patrolman Mohammed A. Sanoe (ID#: 6884) was exonerated from an allegation of action of debt filed by Chief Inspector Emmanuel T. Sieh. The case was closed due to lack of documentation and substantiation.
Patrolman Harrison Gray (ID#: 4329) was suspended indefinitely without salary for refusing to report to PSD for investigation into an alleged assault complaint filed by Mr. Otis K. Bundoo on behalf of his 14-year-old daughter. Reinstatement is contingent upon full compliance.
Patrolman Lawrence Libird (LNP-4029), assigned to the Traffic Management Section, was reinstated after serving suspension and settling his financial obligation to complainant Ophelia O. Lai Eyo.
Sgt. Abraham Korto (LNP-2330) was suspended for one month without pay for unsatisfactory conduct and performance during an arrest in Blackie Town, Todee District. He is required to restitute USD $30 and LRD $700.
Patrolman S. Kelvin Delboe (ID#: 5937) was suspended for one month without salary for using insulting/offensive remarks against his child’s mother, Hawa Sheriff, and her mother, Maima Sheriff.
Detective Kanvan Shilue is under investigation following a rape allegation involving a 15-year-old girl. The case has been referred for possible prosecution under the LNP Act of 2015 and the Disciplinary Regulation of 2016.
Inspector Eric N. Wieh (ID#: 3891) was suspended for one month without salary and transferred from the Public Safety Division for gross insubordination and verbal misconduct during separate incidents on January 23, 2025, and December 3, 2024.
Patrolman Dennis B. Mulbah (LNP#: 2179), assigned to PSU, was dismissed for perpetual AWOL and desertion, violating multiple sections of the LNP Administrative Instructions and Disciplinary Regulations.
Sgt. Forlocious Munah Nelson (LNP-5603) was suspended indefinitely without pay for failing to complete a USD $150 payment for a vehicle and for assaulting juvenile Robertson Shagbeh Jr., resulting in injury. Reinstatement requires full restitution and verified receipts.
Patrolman Abraham F. Goll, Police Support Unit, received a one-month suspension with salary deduction for tussling with a civilian over public smoking. The case was closed upon service of the recommendation.
The Liberia National Police remains committed to enforcing discipline and upholding the highest standards of conduct. Officers found in violation of the LNP Duty Manual, Administrative Instructions, and the LNP Act of 2015 will be held accountable through appropriate administrative actions.
