Monrovia – In a significant move toward systemic transparency, the Governance Commission (GC), in collaboration with the Liberia Anti-Corruption Commission (LACC) and other key oversight entities, officially launched the National Integrity Index (NII) on April 9, 2026, in Monrovia.
The index is designed as a comprehensive framework to evaluate and rank public sector institutions based on their adherence to integrity, transparency, and ethical governance standards.
Officially launching the program, the Director General of the Cabinet, Hon. Nathaniel T. Kwabo, appealed to partners and donors of the Governance Commission to remain engaged and provide the necessary support.
“I would like to appeal to partners and other donors of the Governance Commission to begin to engage the Commission fully,” Kwabo stated. He noted that the current corps of commissioners and officers are very clear about how they intend for the Commission to achieve its objectives.
Kwabo further emphasized that many of the current officials at the Governance Commission possess vast knowledge and a deep understanding of the institution’s core values.
Also speaking at the launch, the Executive Chairperson of the LACC, Cllr. Alexandra K. Zoe, praised the continuous support from development partners in strengthening Liberia’s governance system. “Your partnership remains vital,” she stated.
However, she also emphasized the critical role played by the media and civil society in ensuring that public sector actors are held accountable.
For his part, the Commissioner General of the Liberia Revenue Authority (LRA), James Dorbor Jallah, said the launch of the NII is not simply the unveiling of a tool or framework, but a “statement of national intent.”
He noted that the launch of the Index tells the world that “Liberia is serious.”
“We are serious about accountability, serious about transparency, and serious about building institutions that serve the public good rather than private interests,” Jallah said.
The NII offers a transparent, comparable, and repeatable measurement system. Fully aligned qwith the ARREST Agenda, the Index is expected to translate policy goals into actionable and trackable outcomes.
The NII is comprised of five key pillars: Transparency (30%), Accountability (30%), Ethical Compliance (20%), Citizen Engagement (10%) and Institutional Capacity (10%).
