Cairo, Egypt – June 12, 2026 – Acting Managing Director of the National Insurance Corporation of Liberia (NICOL), Abdullah S. Swaray, has strengthened Liberia’s engagement with the international insurance community after leading the Corporation’s delegation to the 52nd Annual Conference and General Assembly of the African Insurance Organization (AIO), where several strategic partnerships and technical cooperation commitments were secured to support the growth of Liberia’s insurance sector.
Held in Cairo, Egypt, from June 5 to June 10, 2026, the conference attracted more than 2,000 delegates from across Africa and beyond, including insurance executives, reinsurance companies, regulators, policymakers, investors, development partners, and financial experts. The event was hosted by the Insurance Federation of Egypt under the theme, “Insurance as an Enabler of Economic Growth for All.”
Swaray represented Liberia at the high-level gathering, engaging with regional and international stakeholders on issues ranging from insurance innovation and financial inclusion to capacity building, digital transformation, regulatory reforms, and the expansion of insurance services across Africa.
A major outcome of NICOL’s participation was the successful conclusion of discussions with several international reinsurance partners. According to the Corporation, the engagements resulted in commitments to provide technical assistance, professional training, and institutional support aimed at strengthening NICOL’s operational and technical capacity.
The partnerships are expected to improve underwriting standards, strengthen risk assessment and claims management, expand actuarial expertise, and create specialized training opportunities for NICOL employees. The Corporation believes these initiatives will help improve service delivery while aligning its operations with internationally recognized insurance standards.
NICOL also secured commitments from international partners to collaborate on the development of innovative microinsurance products tailored to low-income households, farmers, market women, small business owners, and other underserved communities throughout Liberia.
The initiative is expected to expand access to affordable insurance services, protect vulnerable populations from financial losses caused by accidents, illness, fire, natural disasters, and other unforeseen events, and support the Government of Liberia’s broader agenda of financial inclusion and economic resilience.
Established by an Act of the Liberian Legislature, the National Insurance Corporation of Liberia (NICOL) is the country’s premier state-owned insurance institution. The Corporation provides a broad range of insurance services, including motor vehicle, fire and property, marine and cargo, engineering, travel, group life, accident, and other specialized insurance products for individuals, businesses, government institutions, and public agencies.
Beyond underwriting insurance policies, NICOL plays an important role in promoting financial security and economic stability by helping individuals, businesses, and institutions manage risk. The Corporation also works to increase public awareness of insurance, expand insurance penetration across Liberia, and support national development by providing reliable financial protection against unexpected losses.
Since assuming office as Acting Managing Director, Abdullah S. Swaray has placed significant emphasis on strengthening the institution through strategic partnerships, institutional capacity building, and operational improvement.
Under his leadership, NICOL has intensified engagement with regional and international insurance organizations to attract technical expertise, strengthen professional development, and position the Corporation to respond more effectively to the evolving demands of Liberia’s insurance market.
Swaray has also championed efforts aimed at expanding insurance accessibility, particularly for underserved communities, while promoting innovation and improving the Corporation’s ability to deliver efficient, customer-focused services. His administration has prioritized staff capacity development and the adoption of international best practices to strengthen NICOL’s long-term sustainability.
According to the Corporation, the partnerships established during the Cairo conference represent an important milestone in NICOL’s ongoing modernization agenda. The agreements are expected to enhance technical expertise, improve operational efficiency, strengthen institutional capacity, and support the introduction of innovative insurance products that respond to the needs of Liberians.
As the conference concluded, Swaray reaffirmed NICOL’s commitment to building strong international partnerships that will contribute to a more resilient insurance industry, expand financial protection for Liberians, and support the country’s broader economic development goals.
The Corporation says it remains committed to leveraging global expertise and regional cooperation to strengthen Liberia’s insurance sector and ensure that quality insurance services become more accessible to citizens and businesses across the country.
